As of Arma 3 v1.59.135661 you can control the channel VON and Chat availability separately.

Turning off side VON via description.ext or server.cfg would eliminate the need for a reminder in game and scaring the bejesus outta me every time someone mistakenly hits their PTT button while on side.

What does your description.ext entry look like that you're trying?

From my understanding, I don't have a server instance up to try it out at the moment, it would be:

disableChannels[] = {{0, true, true},{1, false, true},{2, true, true}};
 

That is strange. For the life of me I can't think of what could cause this not to work - I even ran grep over the entire mission file to ensure that this was the only entry.

I did some more looking around and the official VON thread reports the same format as working (i.e. disabling side VON):
